John A. Milligan, who migrated from Marysville, Tenn., to Detroit, offered his services when Police organized a pigeon-shoot to keep the birds from tangling with air-planes at the Detroit Airport. To prove his mettle, he hit 87 of 100 targets at 30 feet, using lead pellets at Police pistol range.
