In the presence of high ranking officials of the Navy, President Franklin Roosevelt presented the Herbert Schiff memorial trophy to Lieut. Commander Arnold J. Isbell, commander of a naval training squadron at Pensacola, Fla., which won the award for the best safety record in flying.
