Oil tycoon Edward L. Doheny, left, and his attorney Frank Hogan arrive at the Capitol Feb. 2, 1924 for the Senate Committee investigating the Teapot Dome oil lease scandal. The inquiry related to two parcels of oil-bearing land, Teapot Dome in Wyoming, owned by Harry Sinclair, and Elk Hills in California, owned by Doheny. The parcels had been set aside to provide petroleum for naval vessels, and in 1921 Interior Secretary Albert Fall had secretly leased them to Donehy and Sinclair without soliciting bids. (AP Photo)
