Downtown Phoenix backdrops the Salt River Friday, Dec. 31, 2004 as seen from Tempe, Ariz. The normally dry Salt River was flooded by the release of water from Granite Reef Dam north of Mesa, Ariz. in an effort to to relieve storm swollen Bartlett and Horseshoe Lakes.
