Lieutenant Kirk Booth of the U.S. Signal Corps being lifted skyward by the giant Perkins man-carrying kite at Camp Devens, Ayer, Massachusetts. Samuel Perkins researched man-carrying kites for observational uses by the U.S. Army during World War I. He used kites that were nine to twelve feet high in trains of three to six. Perkins work never passed the trial stage. The United States Army Signal Corps develops, tests, provides, and manages communications and information systems support for the command and control of combined arms forces.
