Balde's friend and coworker, who had switched duties with him that day, was later pulled dead from the rubble. Omar Samb Gueye, the local chief of the Ouakam area where the building was being constructed, said two people were killed and two injured when the building folded in on itself and collapsed in Senegal's capital, Dakar.
